Priority of Service for Veterans and Eligible Spouses

The Southeast Los Angeles County Workforce Development Board (SELACO WDB), in partnership with the Employment Development Department (EDD), is committed to supporting veterans and their eligible spouses in maximizing their employment and training opportunities. Veterans are entitled to Priority of Service, which ensures they are given precedence in accessing workforce programs and services.

Veterans can access a range of specialized services through the Cerritos America’s Job Center of California (AJCC), including:

    • One-on-one vocational and career guidance
    • Customized job search assistance
    • Invitations to veteran-focused job fairs, employer recruitments, and hiring events
    • Referrals to training and support programs tailored to career advancement

SELACO WDB encourages veterans and eligible spouses to participate in an orientation with EDD’s veteran staff for a personalized overview of services and support in achieving career goals.

Priority of Service Policy:
Veterans and eligible spouses will receive Priority of Service at the SELACO AJCC. This means they are served ahead of non-eligible individuals in all employment and training programs funded in whole or in part by the U.S. Department of Labor, provided they meet all eligibility and program requirements.

One-on-One Services

Eligible veterans may be entitled to one-on-one in-depth vocational and career guidance.

Group Services

Veterans who are essentially job ready, but require a low to moderate level of staff assistance.

Self Service

Veterans are job ready and require little or no direct assistance from our Veterans Program staff.

      • Career Services: Research specific occupations, choose a new career, or analyze your skills to find an occupation that best suits you.
      • Job Search Services: Get assistance looking for or getting placed in a new job and learn how to develop effective resumes and cover letters.
      • Labor Market Services: Access information about labor market trends, statistics, and economic and demographic data.
      • Job Readiness Workshops: Take advantage of classes designed to provide you with the information to compete in today’s job market.

 

Eligibility

1. Veteran – an individual who has served at least one day in active military, naval or air service, and was discharged under “other than dishonorable” conditions. This includes full-time duty in the National Guard or a Reserve component, except full-time duty for training purposes.

Note that this is the WIA definition of veteran (at least one day of active military service), not the definition used for Local Veterans Employment Representatives (LVERs) and Disabled Veterans Outreach Program Specialist (DVOP) staff to provide services (at least 180 days of active military service).

2. Eligible spouse – the spouse of:

                • any veteran who died of a service-connected disability;
                • any member of the Armed Forces serving on active duty who, at the time of the spouse’s request for priority has been listed for at least 90 days as: missing in action; captured in line of duty by a hostile force; or forcibly detained or interned in line of duty by a foreign government or power;
                • a veteran who has a total disability resulting from a service-connected disability (as determined by the Department of Veterans Affairs); or
                • a veteran who died while a total disability, resulting from a service-connected disability, was in existence

Priority of Service Definitions

Covered Person – Veteran or Eligible Spouse

Veteran – A person who:

      • Served at least one (1) day in the active military, naval, or air service, and was discharged or released therefrom with other than a dishonorable discharge (active service includes full-time Federal service (typically referred to as Title 10) in the National Guard or a Reserve component).

Eligible Spouse – The spouse of any of the following:

      • Any veteran who died of a service-connected disability, or
      • Any member of the Armed Forces serving on active duty who, at the time of application for the priority, is listed in one or more of the following categories and has been so listed for a total of more than 90 days:
      • Missing in action
      • Captured in line of duty by a hostile force
      • Forcibly detained or interned in line of duty by a foreign government or power
      • Any veteran who has a total disability resulting from a service-connected disability, as evaluated by the Department of Veterans Affairs, or
      • Any veteran who died while a disability, as indicated in the previous bullet, was in existence.

Proof of Status

A DD Form 214 is the most recognized document. However, if this document is not readily accessible, please advise the Job Service staff of your situation.

Services offered under Priority of Service

With respect to any qualified job training program, a covered person shall be given priority over a non-covered person for the receipt of employment, training, and placement services provided under that program, notwithstanding any other provision of the law.

Priority, in the context of providing priority of service to covered persons in qualified job training programs, means the right to take precedence over non-covered persons in obtaining services. Depending on the type of service or resource being provided, taking precedence may mean:

      • The covered person receives access to the service or resource earlier in time than the non-covered person, or
      • If the service or resource is limited, the covered person receives access to the service or resource instead of or before the non-covered person.

– Downey Made

Launched in 2016, the Downey MADE program takes students on an experiential journey of active career exploration. Within the program, students choose a career pathway linked to a sequence of classes. These classes are tied to specific industrysectors. Ultimately, MADE students develop technical and transferable skills that are unique to a particular career pathway. SELACO WDB is the employer on-record and takes on fiscal responsibilities, collects timesheets, processes payroll via checks or direct deposit. – Homeless Employment (H2E) Program

Los Angeles County Department of Workforce Development, Aging and Community Services (WDACS) – LA RISE County funded project designed to support the homeless population secure a home and employment: Individuals who are at risk of homelessness or people coming out of homelessness. – Prison to Employment (P2E) Program

The Prison to Employment Initiative was a grant program that was included in the Governor’s 2018 Budget proposal and includes $37 million over three budget years to operationalize integration of workforce and reentry services in the state’s 14 labor regions. The goal is to improve labor market outcomes by creating a systemic and ongoing partnership between rehabilitative programs within California Department of Corrections and Rehabilitation (CDCR) and the state workforce system by bringing CDCR under the policy umbrella of the State Workforce Plan.
